With reference to your letter No.5 of the 11th inst.,
I am directed to state that the Principal Civil Medical Officer reports that the prisoner Bithrey, presently confined in the Government Lunatic Asylum, is quite lucid now and has had no fits since his admission. In view, however, of Dr. Milles' report, it is not considered advisable to transfer him to the Victoria Gaol, and the Principal Civil Medical Officer therefore recommends that he be removed to one of the Criminal Lunatic Asylums at home.
As the prisoner was sentenced by the Supreme Court at Shanghai, I have to ask for Your Honour's consent to his removal, and to enquire whether you desire the arrangements in connection therewith to be made by this Government through the Secretary of State for the Colonies, or whether Your Honour will cause the necessary arrangements to be made.
